[Updated] Wii (Imported) At Large, But Now Targeted

Parallelly imported Wii game console would be consider illegal because of its radio frequency component and bandwidth utilized, said by NCC vice chairperson Shih. They would execute the law by patrolling around and right now considering individual consumer’s “crime" status by the level of involvement.

It reminds me of visiting Sarai.net, India in 2002 summer. I take my BSD notebook out to set up a ad hoc wifi network, and people start discussing is that legal in India to implement wifi network. It makes me think about India, really.

根據新聞報導,〈Wii水貨未認證 NCC將抽查開罰〉,所有買的、賣的,玩的,大家現在都是在違法。這讓我想起來當初到印度的時候,我用 wifi 的網卡架無線網路給幾個朋友一起使用,大家就在討論到底這是不是違法的行為。

任天堂Wii具有wifi 上網及藍牙傳輸的功能,屬於低功率射頻器材,依法必須經過NCC的認證才能販售,但是現在市場上的wii水貨都沒有經過NCC的認證,屬於非法販售,NCC副主委石世豪:『它是一個發射射頻的器材,所以在這個電信法裡面有關於射頻器材的管理,要先認證它的型式,到底它是用那個頻段,它功率如何,要確保不會對人體有傷害,它所使用的頻段,要確保不會干擾其他通信器材以及家電產品的使用。』…

…NCC表示,已經接到數起民眾的檢舉案,近日內將主動至賣賣場出擊,如果發現進口商、貿易商或賣場有未經認證的Wii就會開罰。而至於一般民眾持有的部分,除非情節嚴重,不然不會開罰。

[Updated] 為了終止媒體亂象….不,為了終止相關新聞亂報亂飛,NCC 國家通訊傳播委員會網站上有正式新聞稿「購買低功率射頻器材只要貼有本會型式認證合格之標籤皆屬合法器材」,茲全部引述如下:

邇來,平面媒體及廣播電視媒體報導,台灣尚未正式上市任天堂遊戲機Wii,但市場上水貨已熱賣乙則,國家通訊傳播委員會表示購買低功率射頻器材時請認明貼有型式認證標籤即為合法器材。由於遊戲機Wii具有WiFi模組及藍芽傳輸模組無線射頻功能,屬89年1月7日公告應經許可之電信管制射頻器材,若未經型式認證合格,其所發射之無線電波將有干擾合法通信之虞。
依據國家通訊傳播委員會之資料顯示,日本原廠製造之Wii已完成WiFi模組及藍芽傳輸模組認證,並經型式認證合格。因此,申請Wii進口之台灣代理商必須先取得認證廠商授權使用型式認證標籤之授權函,並報請國家通訊傳播委員會備查後,始能進口;廠商於上市銷售時,必須貼有型式認證標籤才能販售。另依電信管制射頻器材管理辦法第19條第1項第5款規定,個人亦可以自用名義進口。目前市場上以平行輸入之器材(水貨)或自用名義進口之Wii,如屬貼有型式認證標籤之器材,可合法販售及使用,無所謂違法問題,至於品質保證及售後服務等問題,基本上仍須適當之代理授權等必要之商業機制處理。
1. Wii雖已由原廠製造商完成WiFi模組及藍芽傳輸模組認證,惟平行輸入器材之廠商仍須持有本會核發之電信管制射頻器材經營許可執照及取得認證廠商授權使用型式認證標籤之授權函,並報請本會備查後,始能將器材輸入進口。
2. 至於已購買Wii之個人,應先檢視該產品是否貼有型式認證標籤,如未貼有型式認證標籤者,可至本會北、中、南區監理處辦理自用認證,本會將以簡易流程處理。申請者須攜帶身份證明、器材及說明書,並填寫「自用電信管制射頻器材審驗申請書」辦理認證。

所以呢?

忍不住再引述我覺得很…天才的新聞「Wii未干擾通訊 NCC不罰」。要註明的是我不是因為資訊而引述本則新聞。我是因為邏輯跟斷章取義等其他緣故,想要把這則新聞剪下來做紀念。媒體與新聞內容有沒有認證的機制啊?

有媒體報導,國家通訊傳播委員會(NCC)擬對任天堂遊戲主機Wii水貨的販售商和使用民眾開罰,NCC發言人石世豪昨天強調,只要民眾使用Wii的訊號沒有干擾到他人,NCC不可能為了抓未經認證的非法機器破門而入,取締重點將以賣場和公開販售的場所為主。

石世豪說,之前NCC曾取締過幾件使用非法Wii的案子,都是在公路旁或公開場所,因使用者干擾到公路警察或他人的無線通訊,遭到檢舉。

因為Wii具有藍芽傳輸和WiFi連網等與手機相同的功能,依法必須取得NCC的型式認證才能合法販售,否則就可罰十萬至五十萬元,非法持有的民眾也可罰款一到五萬元,並沒收設備。

NCC指出,去年七月Wii的日本原廠製造商已通過NCC的型式認證,因此購自日本的Wii除非有人擅自改裝,否則應該都是合格產品。至於美國貨,因為我和美國簽有相互認證協定,只要通過美國認證,我方會承認,因此從美國輸入的Wii,原則上非法比率也不高。

NCC昨天上午派人抽查光華商場和捷運地下街販售的Wii,全數合格,均貼有型式認證標籤。

對於行政院長蘇貞昌日前公開表示,他女兒也從美國帶了一台Wii回來,引發外界質疑院長家裡那台Wii是否也是非法機器,以及NCC要不要處罰等連串問題,石世豪表示,NCC已表明不會對一般個人開罰,院長女兒和民眾都一樣。

NCC表示,民眾現在所持有的Wii若沒有型式認證標籤,只要花一千一百元到NCC監理處辦理自用認證即可,水貨廠商則需持NCC核發的電信管制射頻器材經營許可執照,並取得認證廠商授權使用型式授權函,報請NCC備查後,才能進口器材。

台北關官員說,之前查到兩批進口的一千多台的Wii,由於都未檢附NCC證明文件,進口商又無法取得證照,所以才退運。

Another Syriana

I don’t like to watch movie when it’s screening. A lot of reasons. I am a guy who enjoy coincidence and chance, rather than planning. I might have the capacity of producing logical analytic discourses, but movie is absolutely categorized by me to the coincidence side, rather than logical, analytic side. You really need to happen to meet some movies in some chances. Because planning to watch movie is out of feeling. In Chinese we say “緣分", fate, you might call it.

Syriana is one of the example. I would like to watch it for a long period of time, but I never got chance to encounter this film. The off-wave watching makes me feel like a solitude movie goer in one big empty screening room. You can then concentrate on every move of it without distracted by noises nearby.

Like these words commenting “Corruption" (I think about the president in my country facing indirect corruption charges, and soon to be forgotten by everyone) on the street:

And today I found in New York Times, A.O. Scott’s review article about its success in genre like “geopolitical thriller" (what does that mean anyway?)

…it aims to be a great deal more than a standard geopolitical thriller and thereby succeeds in being one of the best geopolitical thrillers in a very long time.

As people said it is a kind of “hyperlink cinema", New York Times’ review has described it carefully for the operation process:

Parsing its details requires a good deal of concentration: important information is conveyed through whispered conversations and sidelong glances, and you may sometimes wish for a chart diagraming all the patterns of influence, connection and coincidence. But the mental labor of figuring out just what is going on is part of what makes the film such a rich and entertaining experience.

You need to work it out mentally, just like solving a puzzle. The montage effect accelerates that process, and make you realize that why someone is becoming the president, enjoying the feast and party when the other one with ideas is facing death, paying his price. Outside of the real politics, a good movie always brings us to the connection with current references immediately, and that’s the most entertaining part.

Though “Syriana" is expressly a work of fiction, it will no doubt be subjected to a round of pseudo-fact-checking, and its dark, conspiratorial view of the present and recent past is likely to be challenged, either because it is too complicated or not complicated enough.

Ha. That’s it. But still, my favorite part is Clooney’s low, careful gait (and Chris Cooper’s negotiation, etc.). It is neither sexy, and the one who express that kind of idealistic behavior represented on the remote satellite screen…. is nor alive at all.

Tommy Lee Jones 2005 年拿下坎城影展最佳男主角的自導自演影片:《馬奎斯的三場葬禮》(The Three Burials of Melquiades Estrada),穿越美墨國家的邊界與仇敵、身份認同的侷限,打碎觀眾對旅程終點的想像,最後仍堅持某種態度與觀點,類似宗教般、足以讓我們打破孤獨與寂寞的信仰,讓人不由得不佩服他。Barry Pepper的倒楣神情、經歷與最終的認命、微小的改變,讓人讚賞他的演技之外,並讓我想到蔡明亮導演的最佳男主角李康生。

沙漠與大敘利亞 Syriana

看完《諜對諜》(Syriana)這部獲得 2005 年奧斯卡最佳男配角獎的多線石油政治批判電影。坐在桌子前面,讀到 BBC 40 分鐘前的中文新聞:美軍打死 16 名阿富汗平民

在阿富汗東部,一名自殺式炸彈攻擊者襲擊了一支美國車隊,隨後武裝分子和美國軍隊之間展開交火,至少16位平民被美軍打死,30多人受傷。

事件發生地點位於賈拉拉巴德至巴基斯坦的路上。

平民被殺事件引起當地上千民眾舉行抗議活動,示威者據報與阿富汗警察發生了衝突。

另外,北約發言人表示,兩名北約士兵在阿富汗南部被打死,但他沒有說明這兩名士兵的國籍。

美國軍方表示,事件發生時,載有爆炸物的一輛微型小巴衝向一支美國車隊,造成一名士兵受傷。

美軍士兵隨後受到來自四面八方的襲擊,為了保護車隊,美軍士兵與武裝分子展開了交火。

BBC駐喀布爾記者萊特黑德報道說,當地民眾則表示,美軍在遭到自殺式汽車炸彈襲擊後向平民開火。

上千民眾舉行示威,抗議大批平民被殺,示威者指責美軍向過路人開火。

記者們說,過去12個月以來,阿富汗發生的自殺式爆炸攻擊事件大幅增加,但這種有預謀、協調一致的襲擊還相對較少。

在讀完 wikipedia 的詳細解說之後(我喜歡那看起來很熟悉的海報),我知道了片名 Syriana 是「大敘利亞式的和平」(The Syrian Peace)的意思;延伸自 Pax Syriana,Pax Romana 與 Pax Britannica。暗喻一個人為扶持的魁儡國家,以及背後利益獲得全力確保所帶來的一切事務以及區域的和平。這裡的敘利亞非指 1944 年建國之後的敘利亞,而是指中東這片土地的意思。

The movie’s title is suggested to derive from the hypothesized Pax Syriana, as an allusion to the necessary state of peace between Syria and the U.S. as it relates to the oil business. In a December 2005 interview, Baer told NPR that the title is a metaphor for foreign intervention in the Middle East, referring to post-World War II think tank strategic studies for the creation of an artificial state (such as Iraq, created from the elements of the former Ottoman Empire) that would ensure continued western access to crude oil. 這部電影也有知名影評人 Roger Ebert 沿用 Alissa Quart 所發明的名詞 hyperlink cinema 超連結電影 來描述 Syriana 這部片,認為它是一部多線進行的年度電影首選。

Hyperlink movies are films following multiple story lines and multiple characters. These story arcs and characters intersect obliquely and subtly. Events in one story arc affect other story lines or characters, often in ways that the characters are unaware of or do not fully understand. Hyperlink cinema is often characterized by globe-spanning locations, multiple languages, and frequent though unannounced use of flashback and flashforward. Also, strict parameters in terms of art direction, cinematography and mise en scène are used in each story line, so as to create an abrupt visual break when cutting between characters and arcs.

災難見真情

有些朋友知道,我的電腦已經受損維修快半個月了。今天把 mediawiki 裡面救出的檔案,一點一滴的貼回到其他暫時的平台上,才深刻地體會到 incremental 知識整理的大不易。對使用者方便,但是一旦知識大廈樓塌的時候,在斷瓦殘垣中爬梳資料的那種感覺真是痛苦。越方便地堆疊的使用者便利知識,強大的版本控制,損毀時只剩下一地重複出現無法區辨的喃喃自語。

阿孝昨天寫下〈二二八事件的報紙版面 及其對我的啟發〉

三月九日前和十一日後的新生報,明明是同一家報紙,新聞、言論為何天差地別?關鍵在於:三月八日下午四點,國軍分別從基隆和高雄登陸,南北兩路挺進,九日展開全面性鎮壓,十日各報為此停刊一天,在此同時,新生報總編輯吳金鍊、總經理阮朝日以及幹部林界、邱金山、蘇憲章、王天賞先後遭到捕殺,新生報總編輯改由少將擔任、總經理改由中將擔任,連抗戰有功、擁有「同少將」軍階的社長李萬居都遭軍警毆打。當時擔任中央社台灣分社主任的葉明勳回憶說:他在事變後曾和閩台監察使楊亮功搭吉普車出外巡視,在空蕩的街道上看不到任何人影,路旁盡是屍體,卻連個收屍的人也沒有。

政治情勢和報館人事的逆轉讓留在崗位的編輯不得不改口,從稱呼公賣局專員為「兇犯」變成罵群眾「叛徒」、從報導民眾動向轉為只報官方消息、從批判政府轉而批判報人,生死大禍讓編輯不得不低頭。二二八事件後,全台只剩新生報一家報紙能夠營運,但社長李萬居被迫離去,報館人事全非。兩年後,中央日報隨國民政府播遷來台,「自主管、編採、經理人員,以至工廠技工,全部由大陸遷來」,台灣在地編報傳統隨著編輯一起走入歷史。

我在 footnote.com 上面有看到類似的服務。但是這裡堆疊的資訊與展示型態,讓我感受到的還是那種官方史觀的特定角度;也許過了不久,這樣的服務就將被 google 買走而大紅特紅…然而我還是最想看到類似 theyrule.net 的互動工具、以及 digital deerfield(數位鹿場…)的多元文化視野:不是說一個故事,而是說多種的故事….
