昂貴、艱辛與無聊:小心數位資料落差

Lukhnos 的文章〈公共衛生、演講技巧、資料的共享〉記載了 Hans Rosling 教授在加州 Monterey TED 的演講:令人驚嘆。超越 keynote、powerpoint 與高橋流,像是世界杯現場球評講解、或者如 b6s 所說的,氣象主播,讓你了解全球貧富差距的關係。

演講中有一段描述他所成立的組織 Gapminder,關於未來公共統計資訊傳播方式的願景。取代目前公共資料、統計資訊讓人看不見意義的現況:公共資料要付出昂貴代價、使用過程非常艱辛、產生的結果相當無聊。

這段很精彩的演說段子如下:

…We find that students get very excited when they can use this, and even more policy makers and coporate sectors would like to see how the world is changing. Now why doesn’t this take place? Why are we not using the data we have? We have data in United Nation, in the national statistic agencies, and universities and other non-government organizations.

因為資料被掩藏在資料庫裡頭;社會大眾在這邊、網際網路在這邊…但我們仍然無法有效地運用資料。所有我們認為記載這個世界變遷的資訊,裡面沒有公共資助的統計資料。… 但是它們是從底層的資料庫中獲得養份的;然而人們卻為此標上昂貴的價碼(阻礙流通)、鎖上愚蠢的帳號密碼、列出無聊的統計數據。這樣是行不通的。Because the data is hidden down in the databases, and the public is there, and the Internet is there, but we are still not using data effectively. All the information we thought changing in the world does not include publicly funded statistics, that’s somewhere pages like this. But they take some nourishment down from the databases…. But people put prices on them, stupid passwords, and boring statistics. And this won’t work.

So what is needed? We have the databases, it’s not the new database you need. We have wonderful design tools and more and more added up here. So we started the non-profit venture, which we called “linking data to design". We called it “Gapminder.org" from London underground, “would you mind the gap?" so we thought gapminder is appropriate. We start the right software which is to link the data like this, and it wasn’t that difficult. It took some person/years and we’d produced animations, you can take the dataset and put it there. We are liberating UN data, some few UN organization, some countries accepted that the database can go out on the road, but what we really need is of course the search function. The search function where we can copy the data, up to searchable format, and get it out in the world.

And what do we hear when we go around. I’ve done anthropology on the main statistic units, everyone said it’s impossible. This can’t be done. Our information is so peculiar in details so that cannot be search as others can be search. We cannot give the data, free to the students, free to the entreprenures of the world.

But this is what we would like to see, isn’t it? The publicly funded databases is down here, and we would like flowers to grow up on the net, and one of the crucial point is to make them searchable, and then people can use the different design tools that animated there.
